Continuous improvement on the floor

Two lines, a quality lab, a shipping dock, and a CI board the plant meets around every week. OEE and on-time delivery are current, read from the line and shipping logs. Scrap is stale: the last report is eighteen days old. Three things are dark: the minutes lost to changeovers, which the shift sheet calls down time with no cause; rework hours, clocked to the job; and whether a fix held, because a card is closed when it moves, never re-measured. The Frame reads those logs as they are and writes nothing back.
